This is a fortress just outside of Veracruz, where the Spanish put up their final defense during the Mexican War of Independence. Later it would be attacked by the Americans and the French, at various times, and it has also been a dungeon for political prisoners. There are several stories related to pirates and treasure that I was unable to verify on short notice, but feel free to add more detail in the comments. The real treasure these days comes from the nearby oil tankers.
Those who remember the climactic scene in Romancing the Stone (and I have a feeling there aren’t many of you out there) may find these pictures familiar.

I did a quick search for some movie stills of the climax, but I only came up with images of the fortress on other people's Mexico galleries. Oh well. I am sure I've seen that movie twice or more, and have no recollection of the plot.
